Like the original Momentum Missile Mayham, left click, hold down mouse button, aim, then release the mouse button and you will launch the missile.

However, it seems much more easier to botch a launch now. As in the missile will blow up before you get to sling shot it into action successfully. Stay away from the red zone when preparing for a shot, or put more upgrade points your stability upgrade.
