I did manage to handle all the bad guys without the walkthrough, but it took a few tries before I managed to think out how to handle nos 3 and 13. Yes, it is frustrating to handle multiple-target missions and even more so with the ludicrous shoot-the-jaw/head-off/whatever "special target" ops. Also, aren't there any women ever walking the streets of this city? Are all pedestrians men? No cars on the streets either?
